Refugees and drug- / addiction issues

Substance use disorders or dependencies on psychotropic substances and their health-social or legal consequences are important issues for health promotion and prevention in Germany. The effects of drug use / addiction on the health and quality of life of those affected and their relatives, on their livelihood and on their participation in social life are considerable. This applies to a considerable extent to refugees, for whom drug use can also become an obstacle to integration. It must therefore be clarified to what extent the existing instruments of prevention, harm reduction and treatment are effective for them.

The objectives of the present report are to create an overview of the legal framework for the treatment of drug-using refugees, the exemplary investigation of the treatment of drug-dependent refugees / migrants in selected municipalities and the assumption of costs for the treatments by the health insurance companies, and in the overview of existing and still to be implemented preventive measures for this target group.
